It is the policy and intent of Operation P.U.L.S.E. to impact criminal activity in the East Baltimore community by directly involving itself in meeting the needs of people in the neighborhoods that comprise East Baltimore by engaging residents, area church members, business owners, and school personnel in crime prevention activities.
We understand that in order to begin and sustain a turnaround in East Baltimore, P.U.L.S.E. must assist in establishing an environment that is safe for the populace in terms of health, prosperity, and personal and community safety.
Within the context of personal and community safety, we conduct crime prevention activities at community meetings, fairs, schools, etc, aimed at informing communities of crime prevention strategies and creating a closer working relationship between themselves and the Baltimore Police Department. We see communities working in partnership with the Police Department as a key element in crime reduction. We also conduct evangelistic crime patrols with the intent being to promote a strong crime resistance presence as well as to witness to the lost about Jesus Christ.
In keeping with this perspective, P.U.L.S.E. recruits persons within the Christian community to train in security techniques and evangelism who then go forth into various East Baltimore neighborhoods to perform crime patrol, establish crime prevention groups, and mentoring groups. These groups provide guidance and direction for men/youth and promote community safety and stability. Focusing on male responsibility to the family and community, we promote crime prevention awareness.
