MISSION STATEMENT

 Operation P.U.L.S.E. (People United to Live in a Safe Environment) is a crime prevention program designed to have a positive impact in removing crime and violence from the East Baltimore community. In partnership with the Johns Hopkins Medical Institution Corporate Security, Operation P.U.L.S.E. trains volunteers with an extensive Crime Prevention Course in Operation Identification, Conflict Management, Public Relations, Courtroom Training, Citizens on Patrol and most important, Evangelism. We are a part of the church and spread the Word whenever and wherever we go. Once the security training is completed, P.U.L.S.E.  Volunteers take to the streets working with churches, the Baltimore City Police Department, schools, neighborhoods, community groups/leaders and other city agencies to set up security ministries.

ABOUT US

One of the highlights of participating in the community is the reward of giving back to the community. Operation P.U.L.S.E. has sponsored several annual Father and Son Breakfasts with local schools in the community. This event gave an opportunity for fathers to bond with their sons in a positive environment. Several men from different walks life and professional backgrounds were on hand at the request of P.U.L.S.E. to serve as role models and mentors to the

students without a male figure present.

ABOUT THE DIRECTOR

  Samuel T. Redd was born, raised, and educated in Baltimore City. He graduated from the Historic Baltimore City College High School, a fact he states with pride as a distinguished alumna. Mr. Redd has served his beloved hometown in several capacities, most notably as the Fire Commissioner of Baltimore City Fire Department. He currently serves as the Executive Director of Operation P.U.L.S.E., a position he has held since 1992. Under Sam Redd’s leadership, P.U.L.S.E. has received numerous citations and awards from governors, mayors, United States House of Representatives, United States Senate and community groups as well as other organizations and institutions. Mr. Redd has been called upon often to speak in public forums, seminars and training classes on crime prevention and faith based initiatives.
